Rule of law is at the heart of the relationship between the citizen and the state, and nowhere more so than in the security and justice sectors.  In a democracy, the citizen expects to live in a law-based polity, where the government, like all other actors, is bound by the law, and enforces it impartially.  In a law-based state, the government should also respect and implement its international obligations. This course discusses what the rule of law is, and the difficulties in implementing it.
