HEAT Hostile Environment Awareness Training Course
EU and Member States personnel working or likely to be deployed in low/middle/high risk missions, who have preferably already attended a general introductory course on crisis management operations or gained relevant experience in international field operations.

5 daysHostile environment awareness plays an important role in the effectiveness and impact of crisis management missions; it is also a chief responsibility that each seconding or contracting actor has vis-à-vis its deployed personnel (“duty of care”), so as to further address the issue of their protection while operating in high risk operational theaters. Hostile environment awareness is essential to coping with internal and external security threats on the ground and is conducive to:
a) enhancing the resilience of personnel when working in hazardous environments;
b) increasing the understanding of proactive security and of basic field measures;
c) providing personnel with the basic tools and techniques needed to avoid potentially dangerous situations or to cope adequately with actual endangering ones in the field.
This course has been designed and developed jointly by the Scuola Superiore Sant’Anna and the Carabinieri Corps General Headquarters, precisely with the aim to address such needs.

Security and Justice Governance and Reform

4-6 daysCourse Description
The course aims to provide participants with the knowledge and practical tools on security governance and reform (SSG/R) and justice. It touches upon the holistic nature of SSG/R and covers dimensions related to human security, access to justice and good governance with a focus on both people-centered and state-centered security and justice in fragile/post-conflict contexts.
In addition, participants will engage in a series of exercises aimed at increasing their individual awareness in order to contribute to changes in their attitudes and practices in line with the principles of good governance.
In order to focus on engagement and practical application rather than information/theory transfer, the course will include exercises and introduce tools related to the program cycle that build DCAF-ISSAT’s experience in SSG/R and justice.
Learning Methodology
The focus of the course is on engagement and application rather than information/theory transfer. Therefore, this 5-day program will use interactive and peer-learning activities while adopting a problem-solving approach through a series of case studies, hands-on practical exercises, simulations and group activities to help participants understand the challenges related to SSG/R in practice.

This includes state and non-state actors with knowledge of security and justice development who are in a position to influence policy and/or practice in this area. The course also targets those involved in programme design, management and implementation, mission planning and delivery and/or in political/policy dialogues.

This introductory level course is aimed at both SSR advisors and those working in related fields. It provides participants with an understanding of SSR principles and practices. Through its practical and exercised-based methodology, it provides participants with a solid introduction to international good practice, both the political and technical aspects of SSR. It underlines the main skills required to support SSR and provides the necessary foundations for subsequent courses. The course provides an overview of the various dimensions of SSR and emphasises the importance of adopting a holistic approach when working on SSR in post-conflict contexts.
The course aims to build both SSR knowledge and skills. Through an interactive and practical training approach, this course will help participants to:
- Better understand the concept and evolution of SSR, including actors, concepts and principles;
- Understand the international policy framework for SSR;
- Recognize the political nature of SSR and the challenges faced when ‘supporting’ SSR processes in conflict affected or fragile states;
- Use concrete cases to build on lessons learned and apply concepts to practice.
