Between 2011 and 2014 the Government of the Republic of Burundi undertook a strategic defence review with the assistance of the Government of the Netherlands. The review’s overall objective was to help Burundi to adapt the National Defence Force to the changing security environment facing the country.The purpose of this report is to assess Burundi’s experiences and to identify lessons which can inform future defence reviews in Burundi or other countries. These lessons are intended, firstly, for Burundi’s political and military authorities, members of the FDN who will be involved in implementing the review findings, and Burundi’s other security agencies. But they will also be of utility for other countries seeking to undertake security reviews and donors seeking to supporting these processes.
