Training Requirements Analysis (TRA) on Security Sector Reform

On behalf of the European Security and Defence College (ESDC) Security Sector Reform (SSR) Board, DCAF-ISSAT and the Folke Bernadotte Academy (Sweden) are conducting a Training Requirements Analysis (TRA) on Security Sector Reform. The SSR TRA process will identify existing SSR related training and gaps, as well as relevant target audiences, and will provide high-level learning outcomes aimed at improving the training activities currently offered to EU,  Member States' and Mission personnel.  The results will be linked to the work of other civilian CCTs and the EU Military Training Group and collectively, contribute to an EU Comprehensive Assessment Report on Training (CART).

According to the EUCTG Strategic Guidance on CSDP civilian training, the CCT's responsibilities are to:

  1. Conduct training requirements analyses (TRA), thus contributing to the CSDP Civilian Training Requirements Report; including issues as quality assurance related to training requirements,
  2. Recommend training activities that meet CSDP civilian training requirements to be included in the EU civilian part to the CSDP Training Programme.

UN/AU Transition in Darfur-Lessons Identification on Rule of Law and Human Rights Assistance

Germany, Slovakia, Switzerland , UK, UN mandate in UN 01.10.2019. - 31.12.2020.

The United Nations - African Union Hybrid Operation in Darfur  (UNAMID) has requested DCAF-ISSAT to lead a joint lesson identification on the support provided by the Mission and the United Nations Country Team through the State Liaison Function (SLF) modality in the areas of rule of law and human rights, in the framework of Mission transition in Darfur. This collaborative project between UNAMID, DCAF-ISSAT, OROLSI, OHCHR, and the DPPA-DPO-UNDP Joint Transition Project will document good practice, lessons and innovation deriving from the implementation of the  SLF as a new programmatic tool to operationalize a whole-of-system transition. The latter aims to contribute towards sustainable solutions to the critical drivers of conflict in order to avoid relapse, and recognises the need for an inclusive strategy, therefore fostering engagement of the Government, the United Nations country team, civil society partners and international actors to prepare for UNAMID’s envisaged exit.

Joint Donor Middle East Mapping

In conflict-prone regions such as the Middle East where conflict trends seem to be cyclical and undermine long-term reform efforts and institution building, security sector reform (SSR) is perceived to be a risky endeavour. However, SSR has been repeatedly anchored in international policy and programming as a prevention tool that aims to build institutional and community resilience. Building legitimate, representative security and justice institutions has been linked to contributing to consolidating peace. As a result, such contexts sometimes witness a surge in SSR programming without shared knowledge of what has been achieved and where are the gaps.

This can lead to duplication of efforts and burdening of national actors. Joint mappings of donor-supported reform programmes should facilitate coordination amongst donors, stronger alignment with national strategies and visions and facilitate a higher contribution to aid effectiveness.

ISSAT will continue to facilitate multi-donor mappings to enable greater coordination in contexts of shared interest by its Governing Board Members and help maximise the overall impact of donor engagement in reforming countries.

ISSAT’s support is requested to conduct a mapping study of SSR programmes ongoing in 4 countries in the Middle East (Lebanon, Jordan, Yemen and Iraq). The mapping will look at security and justice reform programmes including access to justice and legal empowerment. It will also look at emerging thematic area support, including accountability, prevention of violent extremism, migration and other context specific challenges.
