Core Course on Security Sector Reform as part of the ESDC Core Courses on SSR

Following ten successful years of collaboration, the Austrian Federal Ministry of Defence has requested DCAF-ISSAT’s support to run the first part of the two ESDC SSR training courses from March 30 – April 5 and October 10-15, 2020. These tailored level 1 SSR trainings is the first part of the European Security and Defence College (ESDC) Core Courses taking place in April and October 2020. It will be conducted by the Austrian Ministry of Defence and the Austrian Study Centre for Peace and Conflict Resolution (ASPR), in collaboration with DCAF-ISSAT. DCAF-ISSAT’s trainers will be involved in course preparations at the venue from Monday 30 March to Saturday 4 April and again from Monday October 5 to Saturday October 10.

This international training course will bring together approximately 25 to 30 participants from different ministries and governmental institutions, personnel serving in different international and regional organisations and international crisis response missions/operations as well as personnel from NGOs and Think Tanks.

 

The first part of the training will include components of the DCAF-ISSAT’s level 1 introductory training. Topics to be addressed by DCAF-ISSAT will include concept, policy framework and contexts of SSR, governance, SSR in post-conflict contexts, the role of civil society and non-state security actors in SSR, the coordination for SSR as well as cross-cutting issues such as the human rights and gender equality standards.  Special attention will be paid to the introduction of practical examples through case studies. Interactive co-learning methodologies and simulation exercises that encourage participants to share their own experiences will be used throughout the course.

Whole of Government Seminar on SSR

The Seminar aims at developing capacity, knowledge and coherence on SSR. Aimed at a broad, Whole of Government participation, the Seminar will include participants from a variety of different Ministries and Agencies (Justice, Defence, Interior, European and International Affairs, Finance, Education & Science, Infrastructure & Transport, Economy, Parliament, Austrian Development Agency).

Austrian Training Course on Security Sector Reform

Austria mandate in Austria 23.04.2010. - 30.04.2010.

The Austrian Ministry of Defence has requested ISSAT to assist in the running of an SSR training course from 23 – 30 April 2010. The course was conducted by the ministry’s training institution, the Austrian Study Centre for Peace and Conflict Resolution (ASPR), in collaboration with ISSAT. 

The training programme included components of ISSAT’s Level 1 training and brought together approximately 25 participants from different parts of the Austrian Government, as well as participants from relevant institutions of the EU and its member states, EU candidate countries, and international/ regional organisations.

  • Introduce participants to the concept and evolution of SSR, including such issues as contexts, principles, programme areas and the highly political nature of SSR.
  •  Review the key policy frameworks and actors involved in SSR, with a special emphasis on the EU and the UN.  
  • Acquaint participants with key crosscutting issues in SSR programming such as oversight, gender and multi-actor coordination.  
  • Examine sub-sector reform processes targeting statutory and non-statutory security and justice providers from the perspective of the security sector as whole.  
  • Provide participants with opportunities to learn about a typical SSR programme cycle through a series of hands-on exercises through which they are exposed to many of the tools and techniques that SSR practitioners use on the ground.

A short briefing on SSR was also be given to a group of high-level Austrian officials before the training.

Both the course and the briefing took place at the Austrian Study Centre for Peace and Conflict Resolution (ASPR) in Stadtschlaining, Austria.

Training Workshop on Whole of Government Approach to SSR in Vienna

The Austrian Ministries of Foreign Affairs and Defence organised a training course on “Whole of Government Approach" to Security Sector Reform (SSR)”, in Vienna in partnership with DCAF/ISSAT. Some spaces on the course were made available for other ISSAT Governing Board members who may have wished to send their personnel.

Aimed at a broad, whole-of-government audience, the courses included participants from different backgrounds (Foreign Affairs, Defence, Interior, Justice, Finance and Development Agency). The course targeted particularly participants holding positions at middle management or desk-officer level with special responsibility on SSR issues.

The main objective was to offer an overview of the key SSR policies, principles and actors. The course also dealt with the highly political nature of SSR, highlighted some of its key challenges on the ground and proposed some solutions. Key topics covered include: introduction to SSR policies, principles and actors; SSR in different contexts; who’s who in the security sector; oversight and accountability; coordinating SSR programmes etc;  Whole of Government approaches to SSR; and the role of civil society etc.

The Austrian Ministry of Defence requested ISSAT to assist in the running of an ESDC SSR training course from 20-27 May 2011. The course was conducted by the Austrian MoD and the Austrian Study Centre for Peace and Conflict Resolution (ASPR), in collaboration with ISSAT.

The training programme included components of the ISSAT’s Level 1 training and brought together approximately 25 participants from different parts of the Austrian Government, as well as participants from relevant institutions of the EU and its member states, EU candidate countries, other selected countries, and international/ regional organisations.

The components of ISSAT’s Level 1 training were given during the first days of the course (20-23 May 2011).

Austrian Level 1 Training on SSR

Austria mandate in Austria 27.09.2011. - 29.09.2011.

The Austrian Ministry of Defence and Sports, in cooperation with the Swiss Federal Department of Defence, Civil Protection and Sport, organised a training course on “Security Sector Reform (SSR)”, in Vienna from the 27th to the 29th of September 2011. The course was carried out in partnership with DCAF/ISSAT.

Aimed at a broad, whole-of-government audience, the course included participants from different backgrounds (Foreign Affairs, Defence, Interior, Justice, Finance and Development Agency). The course particularly aimed at participants holding positions at middle management or desk-officer level with special responsibility on SSR issues. Some spaces on the course were available for other ISSAT Governing Board members who may wish to send personnel.

The Austrian Ministry of Defence requested ISSAT to assist in the running of a European Security and Defence College (ESDC) SSR training course from 16-19 March 2012. The course was conducted by the Austrian MoD and the Austrian Study Centre for Peace and Conflict Resolution (ASPR).

The training programme included components of the ISSAT’s Level 1 training and brought together approximately 25 participants from different parts of the Austrian Government, as well as participants from relevant institutions of the EU and its member states, EU candidate countries, other selected countries, and international/ regional organisations.

The components of ISSAT’s Level 1 training were given during the first days of the course (16-19 March 2012). The entire ESDC Core course was from 16-23 March 2012.

The Austrian Ministry of Defence requested ISSAT to assist in the running of an ESDC SSR training course from 1-4 October 2012. The course conducted by the Austrian MoD and the Austrian Study Centre for Peace and Conflict Resolution (ASPR), in collaboration with ISSAT.

The training programme included components of the ISSAT’s Level 1 training and brought together approximately 25 participants from different Austrian ministries and governmental institutions, from other EU member states and other nations (worldwide), from different international and regional organisations as well as personnel serving in international crisis response missions/operations.

The components of ISSAT’s Level 1 training will be given during the first days of the course (1-4 October 2012). The entire ESDC Core course is from 1-8 October 2012.

The course will be conducted by the Austrian MoD and the Austrian Study Centre for Peace and Conflict Resolution (ASPR), in collaboration with ISSAT. The training programme will include components of the ISSAT’s Level 1 training and will bring together approximately 34 participants from different Austrian ministries and governmental institutions, from other EU member states and other nations (worldwide), from different international and regional organisations as well as personnel serving in international crisis response missions/operations.

The course will be conducted by the Austrian MoD and the Austrian Study Centre for Peace and Conflict Resolution (ASPR), in collaboration with ISSAT.

 

This international training programme will bring together approximately 25 to 30 participants from different ministries and governmental institutions, personnel serving in different international and regional organisations and international crisis response missions/operations as well as personnel from NGOs and Think Tanks.

This international training programme will bring together approximately 25 to 30 participants from different ministries and governmental institutions, personnel serving in different international and regional organisations and international crisis response missions/operations as well as personnel from NGOs and Think Tanks.

Workshop on "SSR - from Theory to Practice"

Austria mandate in Armenia

The Austrian Ministry of Defence and Sports has requested ISSAT’s support to conduct an SSR Workshop in Armenia in 2015. The workshop is organised by the OSCE office Yerevan and the Government of Armenia, supported by Austrian MOD.  

The Austrian MoD cooperation with Armenia, started in 2013, has included one training event (Introduction to SSR - Level 1 training & High level SSR sensitisation), followed in 2014 with support of an OSCE-/NATO-event with one expert, and with an SSR follow-up workshop in 2015.

 This SSR workshop will bring together approximately 25 Armenian governmental participants at senior level from different ministries and state institutions relevant to the security sector.

The Austrian Federal Ministry of Defence and Sports has requested ISSAT’s support to run the first part of an ESDC SSR training course, running from 11 – 19th  April 2018. The course was conducted by the Austrian Ministry of Defence and the Austrian Study Centre for Peace and Conflict Resolution (ASPR), in collaboration with ISSAT.

This international training programme brought together approximately 30 participants from different ministries and governmental institutions, personnel serving in different international and regional organisations and international crisis response missions/operations as well as personnel from NGOs and Think Tanks. 
The first part of the training included components of the ISSAT’s Level 1 introductory training and was delivered from 11- 14th  April.

Workshop "SSR - from Theory to Practice"

Austria mandate in Armenia, OSCE 09.11.2015. - 13.11.2015.

Project started in 2012 with a first activity in June 2013 (“Introduction to SSR - Level 1 training & High level SSR sensitisation”) ARM-AUT-OSCE supported by ISSAT (2 instructors: Petra van Ojien/Sami Faltas)

2015: two activities to be implemented:

  • expert talks on specific aspects within Defence Sector Reform (took place in May 2015);
  • workshop on SSR with special focus on inter-agency cooperation (planned in November 2015).

Core Training on Security Sector Reform (Tailored Level 1 SSR) as part of the ESDC Core Course on SSR October 04-06 2018 – Stadtschlaining, Austria

mandate in Austria 22.07.2018. - 30.11.2018.

The Austrian Federal Ministry of Defence requested DCAF-ISSAT’s support to run the first part of an ESDC SSR training course from October 04-06 2018. This tailored level 1 SSR training is part of the European Security and Defence College (ESDC) Core Course. It was conducted by the Austrian Ministry of Defence and the Austrian Study Centre for Peace and Conflict Resolution (ASPR), in collaboration with DCAF-ISSAT. However, DCAF-ISSAT’s trainers were present at the training venue from Monday 01 October to ensure an adequate preparation prior to the course that will start on October 03. The entire ESDC Core course was run from October 03-10 2018.

This international training course brought together approximately 25 to 30 participants from different ministries and governmental institutions, personnel serving in different international and regional organisations and international crisis response missions/operations as well as personnel from NGOs and Think Tanks.
